See official rules. In a nutshell, the promo is open to all legal residents of the 50 US states and DC and there are three phases to this promotion. First phase, the submission, which January 28th 2008 will end on April 30th 2008 or until 3000 entries have been received [cool, a low number makes it easier to win!]. Thereafter, independent judges will trim down the entrants to 10 with the highest score. This phase two will run from May 1s to May 7th.

Phase three gets more interesting. Voting will be open to the public. Which means, your excellent essay should be accompanied by a good quality video or photo.
